INC-Forests3 session will continue in Saint Petersburg 3-5 April

The session was suspended until the next meeting that will be convened in Saint Petersburg, Russian Federation, on the 3-5 April to further progress on issues related to the UN umbrella, finance and the necessary preparations after INC-Forests4.
The Intergovernmental Negotiating Committee Chair Jan Heino bid farewell to the INC-Forests3 members after a weeklong of negotiations (28 January -1 February) in Antalya, Turkey.

During the plenary session, the Committee started a third reading of the Draft Negotiating Text (DNT) finalizing paragraphs. There were also discussions in two Working Groups regarding compliance and considerations about the possibility of bringing the agreement under the UN umbrella.

The members heard several experts’ reports where the pros and cons were exposed for different options. Representatives from FAO, UNECE and UNEP explained how they could serve as the Secretariat of the process. The possible contribution of EFI was also considered. Germany reiterated its offer to host the agreement’s Secretariat in UN city of Bonn.

Terms and definitions included in the outcome report of the expert group meeting hosted by Spain were reviewed paragraph by paragraph, and considered jointly with the existing definitions in the DNT.

Three contact groups met after the afternoon sessions for in-depth discussions on relevant issues:  sustainable production and consumption of forest products; maintenance, conservation and enhancement of biodiversity and forest ecosystems; and compliance.

Poland confirmed the dates for the INC-Forests4 that will be held on Warsaw on 10 -14 June 2013. The Committee will present then its results to an extraordinary FOREST EUROPE Ministerial Conference that will be convened in Madrid, Spain, within six months of the conclusion of the negotiations for consideration, possible adoption and opening for signature of the agreement.
